Me : Arisa is a DF card and thus even if the banner go away you can get her at any next dream festival so technically speaking she is not limited meanwhile Ran is going to be released this year and get a rerun next year and you will never see her again basicly so Ran more rarer and more important , not only that I personally don't like df popipa and Ran is one of my best girls so I prefer to scout for her instead
